Standing Rules Report: Proposed Changes to 2024 Standing Rules

The Executive Committee approved changes to the Standing Rules to be presented at the 2023 Annual Meeting in October for vote.

 

Below are the approved changes for the 2024 Standing Rules to distinguish the different roles of the large Executive Committee and the smaller Administrative Committee:

ARTICLE 1 – ELECTIONS

Section 2.

D. Label Processor, Officer Update Processor, Registrar, and Directory Project Leader will also be appointed as needed by the Executive Administrative Committee.

G. Recognizing that not all positions may be filled, additional positions can be filled at any time as needed upon approval of the Executive Administrative Committee.

ARTICLE 2 – MEETINGS

Section 7. Time allotted to agencies, organizations, or groups, for presentations at Conference events, must be cleared through the Executive/Administrative Committee at least thirty (30) days prior to the Conference event.

ARTICLE 3 – FUNDS

Section 7. To protect appropriation, no appeal for funds shall be made to Local Units, Districts or Conference by an organization or individual, which has not been authorized by the Conference Executive Committee or Administrative Committee.

 

Article 5 – Section 1 already defines members of the Executive Committee but there is no such clarity for the Administrative Committee. The following addition, reflecting information in the 2023 Directory, was approved by the Executive Committee in August.

ARTICLE 5 – COMMITTEES

Section 10. The Administrative Committee of the Conference shall be composed of the President, who serves as Chairperson; Secretary; Treasurer; Chairperson of the Committee on Nominations; Program Coordinator; and additional Conference officers as needed.

 

The following change was approved to remove specification of number given that Mission u currently has just one study book but this may change some time in the future.

ARTICLE 4 – EXPENSES OF OFFICERS

Section 1. C. Each officer will be reimbursed for the Mission u study book(s) each year allowed two study books for Mission u.

 

The following change was approved to reflect our new reality wherein officers have different options for Mission u attendance. 

ARTICLE 6 – MISSION U 

Section 5. All elected and appointed Conference Officers including the Chairperson of the Nominating Committee and District Presidents are encouraged to attend a Minnesota Conference Mission u with their way being paid by Conference funds. 

A. Conference Nominating Committee members and other appointed officers are encouraged to attend a Minnesota ConferenceMission u or Mission u Too with their way being paid by Conference or Mission u funds. 

B. All elected and appointed District officers are encouraged to attend a Minnesota Conference Mission u or Mission u Too with their way being paid from District funds. 

C. All elected leadership of UWFaith (WFMUCW, National, and Jurisdiction) residing within the Conference are invited to attend a Minnesota Conference Mission u or Mission u Too at Conference expenses. 

D. All members of the Conference are encouraged to attend a Minnesota Conference Mission u or Mission u Too

 

The Executive Committee approved the following changes to relevant sections of the Standing Rules that were proposed by the Emma Norton Designated Fund (aka Scholarship) Committee.

ARTICLE 5 – COMMITTEES

Section 8. There shall be an Emma Norton Designated Fund Committee (ENDFC) composed of a District President as chairperson, a second District President, and at least two additional members from the Conference Team who are District Emma Norton Representatives. 

B. The Committee then decides which National Mission Project will receive 1⁄2 of the accrued interest money and which seminarian women going into full time Christian vocation will receive 1⁄2 of the accrued interest money. 

C. The seminary women applicants need to apply for scholarships before the designated deadline each year to be considered by the ENDFC. 

E. The treasurer sends the allotted money to the seminaries of the recipients in their names

The following change to the Policy Page was approved by the Executive Team in August and does not require a vote from the membership.

ARTICLE 2 - MEETINGS

Section 2. The reimbursement for food to the local church who is hosting a Minnesota Conference UWFaith event shall be as follows: Breakfast $5.00; Lunch $10.00 $15.00; Coffee & Breaks $3.00; Dinner $12.00 $15.00 per day, per person based on number of registrations reported by the registrar for the event.

Visioning Retreat 2023: “Growing into the Future”
